Application of a Dynamic Model to Assess Microbial Health Risks Associated with Beneficial Uses of Biosolids (Werf Report)

Application of a Dynamic Model to Assess Microbial Health Risks Associated with Beneficial Uses of Biosolids (Werf Report)
Microbial risk assessment is a structured approach to estimating risks associated with environmental exposure to pathogens by using available environmental data. In this report the researchers took advantage of three sources of environmental data to estimate risk: 1) pathogen monitoring of raw sludge efficacy of treatment processes, and pathogen monitoring of post-treatment biosolids. This risk assessment approach is able to estimate risks even for Class A biosolids where post-treatment monitoring data are all below the detectable level. Using this approach this report provides risk estimates for a number of different models to gain insight into risks associated with different aspects of the biosolids treatment and application process. This report provides an approach to conducting risk assessments that takes advantage of pathogen data from raw sludge and data on treatment process efficacy as additional data sources to the post-treatment data. In this context the raw sludge and treatment data are considered prior information that can inform the risk estimate, and the post treatment data is used to inform the likelihood. The risk assessment framework present in this report provides a mechanism to discuss biosolids management microbial risk using a common metric for comparison of treatment methods, management alternatives, and potentially to set risk-based standards for microbial contaminants in biosolids.

Sudden and Disruptive Climate Change: Exploring the Real Risks and How We Can Avoid Them

Sudden and Disruptive Climate Change: Exploring the Real Risks and How We Can Avoid Them
‘An impressive accomplishment. Al Gore, Former Vice President of the US, co-recipient of the 2007 Nobel Peace Prize, and author of An Inconvenient Truth Offers positive solutions that no rational person, organization or government can ignore – except at their peril. Stephen H. Schneider, Professor for Interdisciplinary Environmental Studies, Stanford University, and author of The Genesis Strategy: Climate and Global Survival The science is clear and the message of this book is that there is no more time for delay. Rosina M. Bierbaum, Dean, University of Michigan While changes in emissions and atmospheric concentrations of greenhouse gases are projected to be slow and smooth, the intensity and impacts of climate change on the environment and society could be abrupt and erratic. Surprising and nonlinear responses are likely to occur as warming exceeds certain thresholds, inducing relatively rapid and disruptive changes in the Greenland and West Antarctic ice sheets, precipitation intensity and patterns, coastal inundation, the occurrence of wildfire, the ranges of plant and animal species and more. Written by a transdisciplinary group of internationally respected researchers, this book explores the possibilities of such changes, their significance for society and efforts to move more rapidly to limit climate change than current government measures.

The Economics and Politics of Choice No-Fault Insurance (Huebner International Series on Risk, Insurance and Economic Security)

The Economics and Politics of Choice No-Fault Insurance (Huebner International Series on Risk, Insurance and Economic Security)
In recent years, choice no-fault has emerged as a popular but controversial proposal for addressing the problem of high automobile insurance rates. Choice plans offer consumers the option of a lower-cost insurance policy with restrictions on filing lawsuits or a higher-cost policy with full tort rights. Some American states have implemented choice programs, and major federal choice legislation is now pending in the United States Congress. Choice no-fault has caught the attention of policy makers, the insurance industry, and academics. Until now, however, no single book has pulled together the available research on the topic. The Economics and Politics of Choice No-Fault Insurance fills that gap. Edited by scholars from different disciplines, each of whom has written extensively on automobile insurance issues, the book includes some of the best work in the area. Former Massachusetts Governor and presidential candidate Michael S. Dukakis wrote the foreword. Contributors include University of Virginia Law Professor Jeffrey O’Connell, widely considered the `father of no-fault,’ as well as authors of the influential RAND study of the potential effects of choice no-fault on insurance rates. The book chapters, most of which were written especially for this volume, cover topics ranging from the impact of choice no-fault on accidents and driving behavior, to the effects of choice on medical care usage, to alternative approaches for resolving accidents involving both `no-fault’ and `tort’ electors, to the political feasibility of choice legislative proposals. Emphasis on the potential advantages of choice no-fault is balanced by consideration of possible ill effects.
